The Modernization of Cosmetics Regulation Act of 2022 (MoCRA), enacted in December of 2022, mandated that certain cosmetic companies need to register their facilities and product information to be compliant, but had not described how the registrations would take place. It was speculated that the U.S. Food and Drug Administration (FDA) would continue using the previously set Voluntary Cosmetic Registration Program (VCRP) for this purpose.
However, the FDA announced on March 27th, 2023 that it will no longer accept submissions through VCRP and instead, is creating a new system to accommodate the large volumes of upcoming registrations with information from the VCRP not being transferred to the new system. They have therefore requested companies to wait to register this information until the new system becomes available.
