In Part A of this article,<sup>2<\/sup> different aspects of testing for the efficacy of sunscreen products and harmonisation were extensively explained. Read an overview of what's allowed - and required - for SPF regulations.\" width=\"300\" height=\"200\" \/><figcaption class=\"caption wp-caption-text\">Copyright: <a href=\"https:\/\/www.123rf.com\/profile_ninamalyna\">ninamalyna \/ 123RF Stock Photo<\/a><\/figcaption><\/figure>\n<p>According to Commission Regulation (EU) No 655\/2013, claims on cosmetic products shall conform to the following common criteria:<\/p>\n<ol>\n<li>Legal compliance<\/li>\n<li>Truthfulness<\/li>\n<li>Evidential support<\/li>\n<li>Honesty<\/li>\n<li>Fairness<\/li>\n<li>Informed decision-making<\/li>\n<\/ol>\n<p>Since sunscreen products have significant effect on protection against UV exposure, the communication with consumers (labelling and claims) will be very important public health issues. Hence the EU commission did a public consultation and published a recommendation on sunscreen labels in 2006 (2006\/647\/EC).<\/p>\n<p>This recommendation is based on four pillars:<\/p>\n<ol>\n<li>Claims that should not be made for sunscreen products<\/li>\n<li>Precautions to be available on the label<\/li>\n<li>Minimum efficacy standard for sunscreen products<\/li>\n<li>Simple labelling to assist consumer in choosing the right products<\/li>\n<\/ol>\n<p>Based on this recommendation, the following claims are not allowed to be on sunscreen products:<\/p>\n<ul>\n<li>100% protection from UV radiation (such as \u2018sunblock\u2019, \u2018sunblocker\u2019 or \u2018total protection\u2019);<\/li>\n<li>no need to re-apply the product under any circumstances (such as \u2018all day prevention\u2019).<\/li>\n<\/ul>\n<p>The following wording should be displayed as precautions on the products:<\/p>\n<ul>\n<li>\u2018Do not stay too long in the sun, even while using a sunscreen product\u2019<\/li>\n<li>\u2018Keep babies and young children out of direct sunlight\u2019<\/li>\n<li>\u2018Over-exposure to the sun is a serious health threat\u2019<\/li>\n<\/ul>\n<p>The following instructions are recommended to be displayed on labels:<\/p>\n<ul>\n<li>\u2018Apply the sunscreen product before exposure\u2019<\/li>\n<li>\u2018Re-apply frequently to maintain protection, especially after perspiring, swimming or towelling\u2019<\/li>\n<\/ul>\n<p>Meanwhile it is important to emphasize the right quantity of sunscreen product required to achieve the claimed efficacy on the packaging. For example, include a warning such as: \u2018reducing this quantity will lower the level of protection significantly\u2019 is one of the EU commission recommendations to highlight the importance of applied quantity.<\/p>\n<p>The commission aims to keep sunscreen labelling simple and easy to understand, so consumers can choose the right product. Hence, for communicating the efficacy of sunscreen, in addition of Sun Protection Factor (SPF), using one out of four categories (\u2018low\u2019, \u2018medium\u2019, \u2018high\u2019 and \u2018very high\u2019) is recommended. The categories will provide a simpler indication of efficacy of sunscreen and should be labelled as prominently as the SPF number.<\/p>\n<p>The four labelling categories compared to their relevant SPF numbers are:<\/p>\n<table width=\"352\">\n<tbody>\n<tr>\n<td><strong>Labelled &#8216;Category&#8217;<\/strong><\/td>\n<td><strong>Labelled Sun Protection Factor (SPF)<\/strong><\/td>\n<\/tr>\n<tr>\n<td>Low Protection<\/td>\n<td>6, 10<\/td>\n<\/tr>\n<tr>\n<td>Medium Protection<\/td>\n<td>15, 20, 25<\/td>\n<\/tr>\n<tr>\n<td>High Protection<\/td>\n<td>30, 50<\/td>\n<\/tr>\n<tr>\n<td>Very High Protection<\/td>\n<td>50+<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>Furthermore, the EU commission concluded that for a product to make sunscreen claims, there should be a minimum degree of protection against UV radiation. So, products with lower than SPF 6 cannot be labelled as sunscreen products.<sup>3<\/sup><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/ulprospector.ul.com\/media\/2017\/10\/pcc-UVA-protection-logo-150x150.jpg\" alt=\"\" width=\"150\" height=\"150\" \/>In order to standardise the UVA claims, the claimed UVA protection factor should be 1\/3 of the claimed SPF number and shall have a critical wavelength of 370 nm. Industry is now starting to introduce on-pack indication of compliance with EC recommendation with printing UVA in a simple circular shape. For the purpose of the labelling, the diameter of the logo should not exceed the height of the SPF number<sup>3<\/sup>. Furthermore, all the sunscreen products, which are marketed for beach and seaside locations, should have both UVA and UVB protection.<\/p>\n<p>In conclusion, it is crucial to inform consumers about the safety risk of excessive sun exposure. At the end it is necessary to emphasis that EU commission document is a recommendation and not a regulation.
