Any discussion should include approaches that are a bit unheralded or relatively unknown as well.<\/p>\n<p>Another elucidation would be to review the latest changes in regulations regarding VOC reductions and current levels. \u00a0Even that is complex, with differing regulations in various US geographies as well as large global variances.<\/p>\n<p>And yet another would be to discuss the differences between VOCs, HAPs (Hazardous Air Pollutants) and Exempt Solvents. This article will address all to some degree. In the US, the current exempt list consists of:<\/p>\n<ul>\n<li>Acetone<\/li>\n<li>t-butyl acetate<\/li>\n<li>dimethyl carbonate<\/li>\n<li>propylene carbonate<\/li>\n<li>parachlorobenzotrifluoride (Oxol 100)<\/li>\n<li>methyl acetate<\/li>\n<li>methylene chloride<\/li>\n<li>2-amino-2-methyl-1-propanol (AMP-95)<\/li>\n<\/ul>\n<p>The South Coast Air Quality Management District (SCAQMD) in California is considering the elimination of the exempt status of t-butyl acetate and parachlorobenzotrifluoride (PCBTF) and the latter is expected to be restricted in China in May 2019.<\/p>\n<h3>Reducing VOCs<\/h3>\n<p>The initial intent of VOC reduction &#8211; to decrease air pollution &#8211; was a good idea, but the technologies that were immediately used did not result in the same quality of paints as of their predecessors. In some cases, the net effect was probably worse with the increased frequency of painting. In the last 15-20 years, there have been innovations in many areas which have allowed for the development of paints that are equivalent to and in most cases outperform their predecessors.<\/p>\n<p>Latex technologies have allowed for reduced VOCs. Examples include structured latexes and the emergence of core-shell technology to manufacture lower minimum film formation temperature (MFFT) polymers.<\/p>\n<p>The resins can coalesce at very low levels of solvents while performing at levels only seen with very high glass transition temperature (T<sub>g<\/sub>) polymers in the past. Particularly with high gloss paints, properties such as hot block resistance, open time and flow-levelling are achieved within the current VOC regulations.\u00a0 Chiefly with exterior coatings, a large challenge is the development of early properties so that unexpected precipitation or temperature drop don\u2019t affect long-term performance.<\/p>\n<p>Some commercial paints still rely on a combination of hydrophobic coalescents that can contribute early- and longer-term property development. Dowanol\u2122 PM and TPnB are an example of one such combination. The first provides early property development and is fairly volatile, while the second is not nearly as fugitive, and remains in the film quite a while. One of the more useful tools I have used over the years is the Eastman Solvent Selector Chart [<a href=\"https:\/\/www.eastman.com\/Literature_Center\/S\/SOL030.pdf\" target=\"_blank\" rel=\"noopener\">PDF<\/a>], which lists a variety of solvents and hard-to-find information such as Hansen Solubility Parameters.<\/p>\n<p>Other emergent coalescing technologies to reduce VOCs include <a href=\"https:\/\/www.ulprospector.com\/en\/na\/Coatings\/Detail\/10912\/126302\/Eastman-Optifilm-Enhancer-400?st=31\" target=\"_blank\" rel=\"noopener\">Eastman OptiFilm\u2122 Enhancer<\/a>,\u00a0 Oxsol 100 and <a href=\"https:\/\/www.ulprospector.com\/en\/na\/Coatings\/Detail\/680\/82200\/EPS-9147?st=31\" target=\"_blank\" rel=\"noopener\">EPS<sup>\u00ae<\/sup> 9147<\/a>. In addition, companies such as <a href=\"https:\/\/www.ulprospector.com\/en\/na\/Coatings\/Suppliers\/3343\/Vertec-BioSolvents--Inc\/search?sug=1&amp;st=31\" target=\"_blank\" rel=\"noopener\">Vertec Biosolvents<\/a> have developed soy-based solvents. VertecBio Gold\u00ae is partially composed of soy methyl esters, with offsets to several petroleum-based VOC-contributors. Cargill produces <a href=\"https:\/\/www.ulprospector.com\/en\/na\/Coatings\/Detail\/3826\/116164\/Methyl-Soyate?st=31\" target=\"_blank\" rel=\"noopener\">Methyl Soyate<\/a> which is soy-derived and also has many applications to replace petroleum-based products and reduce VOCs.<\/p>\n<p>In solvent based paints and their polymers, different approaches have been taken. Most alkyds were at a relatively high solids level, but required somewhat strong solvents to provide manageable viscosity. There have been breakthroughs in molecular weight, branched structures and co-polymerization to produce novel technologies to reduce VOCs.<\/p>\n<p>In waterborne polyurethanes, acetone and other materials have replaced N-Methyl-2-Pyrrolidone (NMP) as a process aid and plasticizer to help reduce the VOC of the resins. In addition, 100% solids epoxies and urethanes exist that provide the equivalent wet applied and dry film thicknesses and emit zero VOCs.<\/p>\n<p>Another approach that will not be addressed here in depth, is the use of reactive coalescents, which become a part of the coating and are minimally or not volatile.<\/p>\n<p>Additional information on regulatory information can be found through <a href=\"https:\/\/www.ulprospector.com\/en\/na\/Coatings?st=31\" target=\"_blank\" rel=\"noopener\">Prospector<\/a>, as well as technical data sheets and starting point formulations using technologies that aid in VOC reduction.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The phrase \u201cReducing VOCs\u201d is easily interpreted differently, depending on an individual\u2019s function and interest. Mr. Hirsch has served in a consultancy capacity as a Director with the ChemQuest group, (chemquest.com) June 2021-March 2025 at OmniTech (omnitechintl.com) (2015-2022) for soy-based adhesives and coatings, Daikin America (daikin-america.com) (2011-2015) fluoropolymers and materials, and also with organizations that provide formal mentoring (TORCH 2018-present), coaching and leadership training, as well as the facilitation of problem-solving teams. He has several granted patents, many patent applications and internal disclosures for trade secrets. He was a Developmental Scientist in the Advanced Materials group at Luna Labs 2004-2008, formulating military coatings and adhesives. Previously, he was at Dow Chemical (1999-2004) as the applications and development manager in Core R&amp;D in the Coatings &amp; Functional Polymers Group. He also managed the TS&amp;D group for coatings while at Dow Chemical (1995-99) and held positions at Rhodia (Laboratory Manager, Latex &amp; Specialty Polymers (1989-95)) and was the Development Chemist, exterior latex paints at Benjamin Moore &amp; Co. (1979-89). Mr. Hirsch has served in a consultancy capacity as a Director with the ChemQuest group, (chemquest.com) June 2021-March 2025 at OmniTech (omnitechintl.com) (2015-2022) for soy-based adhesives and coatings, Daikin America (daikin-america.com) (2011-2015) fluoropolymers and materials, and also with organizations that provide formal mentoring (TORCH 2018-present), coaching and leadership training, as well as the facilitation of problem-solving teams.
